portlets don't have a unique resource identifier (URI)

Description

we'd need to pass an identifier to the 'verify' method that is really unique across sites, that never changes and that identifies the portlet that is getting 'verified'. The internal identifier used by portlets can change, so it can't be used.

it could be a dictionary with {'title': ..., 'portlet_type': ..., }.

verifyPortlets is an old CPSInstaller deprecated API. Plus this is not a stopper for 3.4.0.
