locale problem on mail date display

The code that switches Python to the portal langage to display the dates in messages fails to work on some systems, like Ubuntu.

if the local settled in cps doesn't exist (with exactly) the same name on the system, it fails.

solution: use our own date translations :'(

You mean "locale", not "local".

Using the system for this is a bad idea. On unix, the locale is process-global, so switching it during runtime is not an option.

Zope 3 has the necessary framework to do date translations.
