inlining css and javascript files for portlets

We should have a way to configure in a portlet a list of css files and js files that would be added in the headers when the portlet is shown,

precision: the render_js is not suffisant for some use cases

This means all page has to be rendered before filling the head. I don't know if that's currently the case.

If it is, a simple convention could be that if the portlets rendering engine finds something like

  <script type="text/javascript" src="somefile"></script>

on the first lines of a widget's rendering, it factor's them out to the head (keeping order, and eliminating duplicates).
