Lots of useless listing of portal types

I'm detailing this one because it's emblematic.

CPS fires lots of events. Each time, the portlets tool looks for portlets that might need to invalidate their cache. There's an index for that in the portlets catalog, but the code calling the catalog also puts a filter in its query, on all possible portlets portal_type (this is useless).

Eventually, the portal_types tool's listTypeInfo method gets called (for nothing) about 10 times for each action on a document (because of low level events).

The time spent in this method shows up as the first from CMF/CPS code in Zope Profiler (non-cumulative). For the record the second one is getWidgetId !

Done in trunk a while ago [53631]. Preferring to be cautious, since we have unexplained sporadic problems with portlets lookups like #2052
