Don't display actions if there's only one

Don't display an action (be it on a document, a directory, whatever context) if there is only one action available in this context.

This is a usability improvement.

Possible solutions:

  1. Simple, cheap and fast solution: Don't display the "View" action unless there is the "Modify Portal Content" permission
  1. Generic solution: don't display the action portlet if there is only one action available in the current context

Ugly for anonymous areas, and people really don't understand why they get this "view" icon

Would go for 2. although I use 1. a lot curently. Learned recently that the action should be available in request, so I'd prefer to tighten 2. with the fact that the current page is the action in question, to avoid user trapping.
