Adapt portlet editor

Description

The portlet management screens are still hooked to CPSSkins themes. As a result, they care about portlet slots that are those of CPSSkins themes, the WYSIWYG mode is based on the existing CPSSkins themes, etc.

First round done by merging the dedicated portlets_editor branch of CPSDesignerThemes This does not include the WYSIWYG panel, which is a bit more complicated. Therefore the default editor panel is the "canvas mode". Note also that it's been simplified : slots are listed in appearance order in the theme page (again, because it's kinda hard to get a grasp of the actual presentation). It's therefore a bit less intuitive than the original portlets editor, but still far more usable than doing everything in ZMI.

Further development on these topics will occur in the branch.

We will probably have at some point to let designers specify page alternatives for the WYSIWYG panel in case the true page would interfere too much with the editor itself (javascript…) and a simple canvas description for the editor.

This is good enough for 3.5.1
