Better way to say what types are allowed where.

We want to simply define locally what portal types are allowed to be created.

Related to #244 and #225.

After 3.4.0, CPSWorkflowTool has a getAllowedContentTypes method to know what portal types are allowed for creating. (obsoletes allowed_content_types property)

How does CPSWorkflowTool.getAllowedContentTypes() affect this bug? is it resolved?

Note that the previous comment is no longer true, allowed_content_types is still used.
